It was actually the Dick Cheney policy in 1991 (when he was Secy of Defense) which created the Taliban by abandoning Afghanistan and the people there who we had helped fight the Russians. Once the Russians were gone, we fled the country as fast as we could, abandoning the people to the warlords and finally the Taliban. This seems to have been his philosophy of Iran as well. Kill as many as possible without any clue as to what to do next.

I'm sure the CIA had quite a role in it as well, support for people who can't really do America any good is not one of their strong points.

Liz, I will put a fine point on it. The CIA did NOT create the Taliban. Pakistan's ISI did after the Soviet war to help bring stability to Afghanistan. The CIA did help arm and train the mujaheddin but they had no hand in creating the Taliban.
