The free exercise of my religion involves not putting up with constant crowds, noise, trash and cars in my own neighborhood from people that don't even live there. You can't just do whatever the hell you want because you label it "religion".
And the right to assembly can go to far. Here in LA they allow known criminals to hold big assemblies in LA that block traffic for hours and disrupt businesses and instead of arresting the criminals, the cops manage the crowds so they can have their protest against the government.

If the noise of these prayer meetings is a problem, then cite the home owner for noise abatement or otherwise disturbing the peace. Do not abbrogate the 1st Amendment.
If the attendees at these prayer meetings are creating excessive trash, cite them with littering. Do not violate the 1st Amendment.
If the attendees at these prayer meetings are illegally parked or tresspassing on private property to park then cite them for those offenses. Do not trample on the 1st Amendment.
These "whackos" are not doing "whatever they hell they want," Red, they are doing what the 1st Amendment guarantees them the right to do.
