There is a section of the DVD, which loads at the start of the disc, where you cannot skip to the next section. This special section is there to display FBI warning about the terrible things that happen to you if you attempt to harm the movie industry multi-billion dollar industry by copying the DVD. Although this section is supposed to be used only for this warning, some companies put things like advertising in such sections, so that you become a captive audience while you watch the preview for their next animated bunny movie.
If a DVD is having issues like those you described, I am guessing it is with this section of DVD, or perhaps with some strange interaction between the anti-pirating/anti-copying format of the DVD and the software you use to play the DVD. Try other DVD/video media player software, try updating the DVD drivers, and if all that does not help, then perhaps the issue is with the DVD playing hardware in the drive itself.
