You're referring to "Heroin Chic", a phenom of the mid 1990's. It was perpetrated on is by Calvin Klein who used the "waifish" anorexic model Kate Moss to advertise its products.
"Heroin Chic" is characterized by pale skin, dark circles underneath the eyes, and jutting bones. It is meant to emulate the look of a malnourished drug addict, and I don't know how in God's name anyone thought that might be a great look for women, but it seemed to go over big for a while.
